Hi Joost. No need to apologize. I'm going to quit indicating I'm using WP when I post a question. So much of WP is standard Moodle as in this case and pretty much every time I have mentioned the version of Moodle I'm using, I get the answer you provided no matter what the question is. And, of course, there is no documentation or Forum for WP.
I can answer 'yes' to all your questions. This is a rather unique situation as we are migrating courses, completions from another LMS and having some issues. What I found after a lot of digging in the database is that Moodle does not delete or flag the certificate when you delete an enrollment. So, a user could not be enrolled in a course but have a certificate of completion for the course.
To get the result I was looking for, I had to delete the certificate in the certificate table and then delete the enrollment.
