Your problem doesn't just arise in quizzes. It will happen in any Moodle activity and ressource.
First of all, the profweb.ca site is secure. Thus, the correct link for your image is. Even if put "http" instead of "https", Chrome corrects the address as you can see when you open the image in a new tab. Just check the address in this new tab.
Chrome displays any image whether it is from a secure or unsecure site. Moodle, on the other hand, does not display images from an unsecure site. It displays images from a web site that has some level of security, for example the light bulb from w3schools.
Indeed, there are different types of SSL certification. That of profweb.ca is not suitable for an image to be displayed in an Moodle activity. The image will still display after you open it in a new tab because at this point Moodle displays it from the browser cache.
