I'm using Moodle 3.9.4 with the Adaptable theme.
I want to create a chat booking system where students can book a private chat using the chat module, with a Tutor for 15 minutes at a time.
Any thoughts on how I would go about this?

Maybe you could use the restrict access / user profile (name or surname or student ID) , or the personal messaging function instead of chat?
For the bookings you could use a padlet and paste the link on the moodle page. If you set the padlet so that students can 'write', then they can enter their names.
