I've been in this position...everyone looks to you for answers and...well. Sometimes you just don't have them. I have trouble believing they would make an app that couldn't handle plugins. The point of Moodle is that things plug in and work. You might create a small H5P lesson in a sandbox and try it out on the app. If their app can't do scorm, it is junk (I hope they read this). It doesn't matter what you create the scorm in--it should run if it meets the build requirements for Moodle. If it doesn't....I repeat, junk. Do you know which version of Moodle your OpenLMS is running? I think H5P has been in core since...3.8...and more recent builds have moodle content banks.

There is a way to add language to the login screen. I can't tell you how. I think it is in themes somewhere or in one of the files that pushes themes. I don't do that stuff. Depending on how OpenLMS works, you might be able to modify language packs and add some information. Or, on your site home page, you could just put it up there. Another option: an HTML block on everyone's dashboard with those instructions. Articulate can't do anything to your LMS. At best, you could add the language to the SCORM activity (either in the content pre-publish or in the Moodle activity itself.
