The maximum upload limit for your MoodleCloud site is 100MB, this applies to all uploads including Restore files. If you have access to the Course that the Backup was created from you can go into the course, remove any large items (videos, pictures) and then recreate the Backup File and do a Course Restore again. You will then be able to upload them to the newly created Course.
You visit each individual course and click on Settings, then Backup to create the Backup. You will need to go to go to "Site Admin/Server Files" and find the automated backup there and download it to your computer. You then go to Site Admin / Courses / Restore Course to upload that file and Restore.
