Don't open the CSV file directly in Excel. Open a new empty Excel sheet.

Then go to the Data menu and choose the CSV import function (German version in the picture).


You will then be able to get the CSV file the way you want it.

Schade, dass Moodle uns diese Informationen nicht gegeben hat.
And the result is beautiful. Ich habe dieses Problem mit Daten auch aus anderen Quellen, nicht nur Moodle.
