I can't reproduce the error locally so it's hard to guess why you are getting this vertical scroll bar. I suggest a few things you can try:
- You can see if you can reproduce the error in https://sandbox.moodledemo.net/ with any of the activities you're getting the vertical scroll (to discard it's because of the H5P content).
- If you're using a theme in your Moodle site, you can switch to "Boost" (which is the default), just to confirm that this is unrelated to the theme.
- You can use different browsers (to discard this will be an issue only for one of them).
- You can try in a different computer, to discard is something related to your resolution.
