It sounds like the page's JavaScript isn't working, in your browser's developer tools are there errors in the console?
This is a common error with sites that have been upgraded using Softaculous as it leaves the previous Moodle version's files behind. If you're installing a new site this shouldn't happen unless the Moodle versions were changed at some point.
With upgrades the normal way to resolve this is:
- Move the files and folders in the Moodle source code folder (the site's home directory) into a backup folder.
- Download and extract the Moodle 3.10.1 files into the source code folder.
- Copy config.php from the backup folder into the source code folder.
