This was my thought process on troubleshooting as well. I didn't realize the "Allow theme changes in the URL" option, so thx for that tip.
After switching theme to Boost, the user tour displayed correctly as expected. As soon as I changed back to Moove, the frame challenge shown in the OP's screenshot returned.
I will definitely search through the Moove issue tracker. Thx again.
