Hello fellow developers. I'd like to ask for your help with capability deprecation.

We currently have no way to deprecate capabilities. At the moment we currently create new capabilities to handle all sorts of scenarios (mentioned on the issue), and as a result we end up with capabilities that are no longer used at all.

MDL-55580 describes the problem we have in more detail. We have a proposed solution that was suggested by Tim Hunt which we have discussed internally, but would like to get further comments from the community before we start work.

I ask that you please have a read of the issue and provide any thoughts and ideas that you may have, be it how to improve the suggested solution, or a different way tackle it altogether.
