Pragmatically, I'm the only person who can answer your question of 'Does anyone know if a compatible Adaptable will be out before Moodle 3.11 (Q2)?' as I'm the only current developer working on the theme and I don't know the answer for certain. It all depends on circumstances and I'm reluctant to say anything more here given other recent responses on the subject in other posts on this forum.
