How are you performing the Moodle install? Presumably using some third party installer because it's Moodle 3.10, not the plugin, that requires MySQL 5.7.

MySQL 5.6 is out of support at the end of next week so production systems should not be using it.

It's possible to make Moodle 3.10 install with MySQL 5.6 but then you'd have an unsupported Moodle environment running with an unsupported database. The correct fix is to upgrade to MySQL 5.7.

I upgraded to MysQL 5.7 and the problem went away.
