One thing that I notice is that you might have all topics turned on. I don't run my course this way. I turn on a new topic each week. From what I notice, a student can go to any topic in this course that you are showing.
If you are trying too make your course self-paced, you should explore Moodle's "Restrict access" and "Activity completion" methods. I don't use these, so someone else will have to help you.
