Can someone tell me is this the expected behavior or a bug?
Any course name or assignment name with "ELA" or "YLA" in it will cause a restricted access on iPads but works on computers. Most likely is the "LA" that is causing it. As soon as the course names remove "ELA" or "YLA" they loaded perfectly.
