No delay means that notification emails are sent as soon as possible, by the 'Forum mailings and maintenance jobs' scheduled task. You could check that it is running regularly.
However, for a 2 hour delay I wonder whether students have enabled email digests in their forum preferences? If so, the notification is NOT sent separately from other forum post notifications, but together with other forum post notifications.
