How to use admin_setting_configfilepicker?

I need a file picker in the settings area of a plugin. 
I'm finding it difficult to find any documentation. The only references I can find seem to be this outdated discussion.

I am able to present the file picker using this method, but I cannot retrieve the file later. Does anyone have any advice on how to retrieve a file uploaded via admin_setting_configfilepicker?

Hi Jeff.

I can't find that setting in adminlib.php

I would assume that this is the setting you are looking for: admin_setting_configstoredfile
