AFAIK, there's nothing in the moodle.org/Plugins directory that would do such a thing, although it sounds quite interesting. I know of custom course fields and custom user profile fields, but nothing similar for the ../mod/ context that you could download and implement.

The way Mary and Helen usually solve this kind of things directly in the HTML view with some Bootstrap styling. You could use some code like this

You could look into using tags to do this. If you name the tags in an organized way and make them standardized tags, it could work for what you need.

Of course, you don't see them in the course except in the settings. It sounds like what Joost suggests will work better if you need to see them on the page. Neither tags nor custom fields now for courses have any real reporting. So either way, you would need to make some reports if you want to see overviews of what is going on.

Another possible way to do this is to use competencies. You can make up your own competencies very easily; no need to use a standard one. Just make a simple framework with your learning goals and behaviors, and link those into the courses and add to activities as a type of competency. You do get some reporting that way, at the course level at least, where you can see all the course activities and what competencies they are linked on the Competencies screen in the course.
