I have tried to restrict courses from allowing students to uploads videos in assignments but have been unsuccessul, removing a filetype from /admin/tool/filetypes/index.php does not prevent the student from uploading the filetype you delete here if the assignment does not have any filetype restrictions. So it looks like students and teachers can submit most anything?
