Hello dear , can limited free user install plugin ?? if can why I cannot and I don't have install plugin button ??

Ok - moving to MoodleCloud forum.

However, I believe that the basic service does not permit adding plugins.

Unfortunately MoodleCloud does not offer custom plugins. For that you would need to get in touch with your local Moodle Partner.
