Those are characters the browser can't render. Most likely for a font that hasn't loaded - they could be an emoji.
They've probably arrived there because someone has copy and pasted from another source.
Put your text editor in HTML mode, and remove any dead space. Or better, don't copy and paste, rewrite that bit.

We have found that this was caused by using the editor's HEADING2 only on any text in the Adaptable theme after updating to Moodle 3.9.3...very strange.
