Sorry, I did not see your previous post until now. Yes, the vflibs was required by the User support - Work Tracker plugin which works up to Moodle 3.8. Since tracker version 3.0, new versions were available from github only. I am waiting for a tracker 3.9 or 3.10 myself so I can move my tracker/development Moodle off of 3.8.
