I am using version 3.5
If I create a quiz with a long answer question and put 1+1=2 in the answer box, hit submit. It will say on a blank page:
Forbidden
You don't have permission to access /mod/quiz/processattempt.php on this server.
You don't have permission to access /mod/quiz/processattempt.php

I don't think that error is coming from Moodle.
I think that what might be going of is that the web server may be imposing so inappropriate security heursitic. This could be like https://tracker.moodle.org/browse/MDLSITE-6373, which I just discovered affecting this site.
Does it let you submit 'one plus one equals two'?

Host has disabled mod_security on a particular folder to get it to work
