I'll try to answer. Simply, no. Moodle doesn't import forum topics.
You might be able to use the Cart Sharing plugin, but I can't advise you because I don't use it.
There is also a problem with "dates" if you try to configure topics ahead of time.
I do understand what you seek. In fact, I have this Tracker item, MDL-29517, which is the beginning of a description of an improved interface, but I haven't had time to devote to it. There is another Tracker item, somewhere (not mine), about fixing dates (namely, that the date shown in a post should be when it is "released" and not "created."

Blackboard used to have a feature for copying over posts, but you have to realize that Blackboard's discussion tool is a "whimp" compared to Moodle's, so this is not an easy task.
