SCORM not display in Moodle 3.9

Hello folks,

We had created Moodle courseware since Moodle 2.7, but after we install Moodle 3.9 (not upgrade), we try to upload the same courseware for testing and found the SCORM content page is blank. 

We thought it might be Flash issue since Flash is not going to support very soon.

But then we try to download SCORM sample and found the same problem (no flash) as below, the screen just blank without any content.

After some study, we try to upload the SCORM package to SCORM Cloud and found it can display nicely, so we may think it is a theme problem

In fact, we based on Moove theme from Moodle them plugin and modify the frontpage (https://moodle.org/plugins/theme_moove) and did not change any design related to course pages

So we will try other way to investigate the issue. Hope can help others with simliar problem.
