Why don't Moodle database activity entries get deleted when the student is deleted?

No unenrolling the learner does not delete their database activity entry, I'm concerned as it potentially could be a GDPR issue

Yes, you are correct. I just tested. Neither 'delete' nor 'unenrol' could make their entires disappear. Sorry, my reply before Christmas was in rush and I didn't test it that time.

I would assume that these are considered shared course data rather than student owned data. It is possible to set up databases where more than user edit the entries, rate or comment on them. Hence one can not assume a single users owns the content. Similarly the behavior happens in the forum activity where posts belong to discussions and are not deleted when a user is although the user's name and other profile info may be removed.
