the app doesn't have any specific code to remove that button, it's probably the SCORM package itself that decides not to show it. The full screen button wouldn't work in the iOS app even if it appeared (the environment of the app is more limited than the one of a regular browser), so maybe the SCORM package is always hiding the button for hybrid apps like the Moodle app.
Something similar happens with H5P packages, the full screen isn't working as expected (there's an open issue for that).
