Re. 1) this is a known issue which is reported as MDL-58495. Please vote for the issue (tracker account required) if you'd like it fixed.
Re. 2) As far as I know there is no way to automatically give a grade of zero in the workshop. However, you may like to check out the gradebook setting 'Aggregate only non-empty grades' as mentioned in the documentation Grade categories.
