Self-Enrolment - not enrolled but can see modules

Hi there. I'm racking my brain on this, and hoping someone can clarify. This is the first time I've set up self-enrolment in a course. It's working well, but it appears that users can view the all the course modules *prior* to self-enrolling. Is this expected behaviour?

It seems counter to what I expect to happen, so is there a way to configure it differently? (no access until enrolled?)

Presumably you have checked that guest access is not enabled? Do your default authenticated user and student role have any altered capabilities?
