Everything in the link Visvanath provided applies, Moodle 1.9 stopped being supported in 2012. It looks like the same change to lib/form/datetimeselector.php could be made, this time on line 24:
24 var $_options = array('startyear'=>1970, 'stopyear'=>2020,
25 'timezone'=>99, 'applydst'=>true, 'step'=>5, 'optional'=>false);
