how are they installed? I ignore it?

This has happened to me as well when upgrading to new Moodle versions.
I always back up the existing moodle platform, and then install the new one. Then i manually move the folders/plugins which is missing from the old to the new, at the same locations in the structure.
That has always fixed it for me.

They have given me a working moodle to repair and these plugins were already listed as absent
I decided to uninstall them and voila, they were not in use
