If I understand this correctly, you want to use the Programming Knowledge (PK) as the parent competency.
The Java, JavaScript and Angular skills are children of PK.
1. taxonomy is at the highest level of the competency structure. In your use case PK. My limited testing, did not assign the 2 level taxonomy (skill) to a child competency.
2. Parent-child relationships can be a problem to maintain over-time.
I have been setting up my competency as separate items and then I can select the desired taxonomy.
