self-paced course and grading

I'd like to move my class to self-paced, such that (1) you must achieve mastery to move on to the next unit and (2) it is allowed to finish the class without mastering all topics. I would like grades to reflect achievement levels, though. So, if you only get done with "need to have", then you can at highest achieve a C. If you get through that and the "should have", then the highest you can get is a B. If you get through all of this an "aspire to have", then you could get an A.

is there a way to structure the gradebook to deal and report this grading approach?
