I am new to Moodle. My organizations has some users on local AD while some users are on Azure AD. Now I want ask which authentication should I use such that both the local AD users and the azure AD users can login?

The core Moodle doesn't have this feature. There was a patch in circulation: https://moodle.org/mod/forum/discuss.php?d=74279. Try your luck.
