I am using the MTH plugin and would like to support the visually impaired. Is their a way to navigate quiz questions, to have them read, to select TRUE or FALSE and to save the results?

What is the MTH plugin?

Almost all of the standard Moodle quiz is useable with a screen-reader. At least Open University students seem to manage.
