plans do have strict limits and our max file storage is defined as the maximum storage for your entire site. The individual file upload size of 100mb is across all plans.
For this reason we suggest hosting files externally:
You can host
files on Dropbox, Google Drive, iCloud or other web sites, and then link to them in Moodle using a Resource URL
This link explains how you could host on OneDrive and use in your course: https://docs.moodle.org/39/en/OneDrive_repository
Google Drive: https://docs.moodle.org/39/en/Google_Drive_repository
Amazon S3: https://docs.moodle.org/39/en/Amazon_S3_repository
Host your videos on Youtube. Any link to your videos will be automatically and seamlessly embedded in a course in your MoodleCloud site: https://docs.moodle.org/39/en/YouTube_videos_repository
Think about linking/embedding existing websites for your content instead of redeveloping it all from scratch.
Use Page and Book Resources in Moodle instead of uploading PDFs.
Keep the quota for individual users down to something low, to encourage small files.
I hope this helps, if not please reply and let us know more information,.
