Almost a year later, this seems to still be a problem because I've had the same error today
I created this issue for the maintainers of the plugin : https://github.com/h5p/moodle-mod_hvp/issues/430
In the meantime I will reinstall the mod_hvp plugin... I just wanted to know if somebody did the migration to the core activity and was able to successfully uninstall mod_hvp?
