Greg, where is your problem? You install quickmail like any other (most other) blocks (/moodle/blocks) and dont forget the language file, upload in the /moodle/lang (e.g. en) folder. After uploading the files and folder you visit your admin section, thats all - normally!?
Did you have any errors or anything else in this line?
