Foundation theme for Moodle 3.9 now stable

Hello,

I've released the stable version V3.9.1.0 of my Foundation theme for Moodle 3.9: https://moodle.org/plugins/pluginversion.php?id=22616, with:

  1. Put back missing 'Turn editing on' in course settings block - MDL-69249.
  2. Fix 'Error when adding questions to a quiz' - #6.
  3. Update Travis to Moodle HQ version 3 - https://moodlehq.github.io/moodle-plugin-ci/UPGRADE-3.0.html.
  4. Tidy navbar.
  5. Move the context cog to the navbar.
  6. Removed borders on things for a cleaner look.

So now the theme is cleaner in its appearance:

Foundation theme V3.9.1.0 appearance.

I've pulled this version 3.9.1.0 until I can fix https://github.com/gjb2048/moodle-theme_foundation/issues/8.
