I suppose it will also be incorporated into the zip for the latest version of HotPot you keep on your site. No matter what the reasons may be to separate the language files from the other components of a module in CVS, I find it much easier to get all the files I need compressed in a single file.
Maybe with a bit of an effort and with the installation of the appropriate software in my computer, I can learn how to use CVS. For many people, however (and I guess I'm including myself at this point), CVS is not a very convenient way to upgrade their modules. So, if it is not too much of a nuissance for you, I think you'll make a lot of people happy if they can find the latest version with all the files needed for the upgrade, included in a single package, so that they can simply download it and install it without having to resort to CVS.
