Moodle and Root Password Access on Linux

Does Moodle need access to the "Root" level in Linux or can it access an account with almost "root" privileges but in fact not be the "root" but another username and password without some of the root privileges??  To what level does Moodle need to talk to Linux??

Not at all.  Moodle runs on web-hosting accounts which are usually quite limited accounts.
