I can't see the option either in 3.9. It used to be there - certainly it is still in 3.5, although it would only appear if full developer debugger was set in the debugging level. I wonder if this has been changed?
It may depend on whether your are using an actual SMTP server, too, instead of the PHP mailer? (It didn't used to.)
I see nothing about this in the release notes for the last couple of versions.
