I had a same issue and solved by adding the site url into ZOOM LTI pro config area,
The trick is to remove the trailing / at the end of the url.

further I have regenerate the LTI key and updated the shared secret key
Site administration>Plugins>Activity modules>Manage activities>Edit preconfigured tool
