I got this error on one course in our Moodle site - Moodle 3.8.
After a trawl through all the posts in this thread I thought maybe a restriction on an activity or an upgrade to the php was the likely suspect. The weird thing was that the message appeared inside the course - as in you could see the course admin block and the course activity block.
I managed to resolve the issue by taking a backup of the course and then restoring the course without the learners one topic box at a time which was tedious as there are 20 topic boxes, but we can now get back into the course, which for the tutor was the main thing.
I still don't know what the real issue was because when I tried a full course restore without the learners, the error came too, it only worked when I did one bit at a time.
Thought it might help someone else if they get this same sort of issue.
