Those adjustments come because it is a _new_ server. If you clone the whole prod. server, similar to a snap-shot in virtualization, and then dist-upgrade you don't have to make those adjustments. Only thing, I don't know how well Ubuntu supports a dist-upgrade 18.04 to 20.04. Under Debian dist-upgrades are very reliable. Only thing you can't skip a release. That is why I asked how exactly you do the upgrade.
