[In case it is ever relevant to you or anybody else reading] If they are not forcing certain order on the students, you could decide to restrict only the last activity/resource. In the example of the screenshot, you could restrict only the certificate (it would show a long list: The activity Part 1 is marked complete, The activity part 2 is marked complete, ...). This way students could download everything, work offline, and once online know that they accomplished everything needed and receive the certificate.  (I am assuming being something official, you would still need students to be online at some point so the information is synchronised and the Moodle site would know they actually did it)
