Is there any plan for the small coaching center/institute?

Actually one of my friends wants to use moodle for his institute (small coaching center where he teaches programming to his students). There are only 25 students in his class who are enrolled for c++ and java programming.

Due to the busy schedule, I am asking this question on his behalf. Is there any plan for 25 users only? As I have checked the lowest plan start with 50 users which he does not require. 

Are there any chances of a discount? Can we increase the storage in a particular plan? Any help is appreciated.

Moodle is open source and free to download as is the entire LAMP stack needed to run it. If you wish the only costs of running a Moodle site is the rental cost of a server. If you are prepared to put in the time to set up your own site, it can be done for around $5 a month. With a busy schedule you may be looking for someone to do the work for you. MoodleCloud fees look very reasonable.
