Moodle stuck in upgrade screen while installing plugin

I tried to install the "custom certificate" plugin, but the mysql version in the server is lower that that is required by the plugin, and because all the conditions are not met, moodle is stuck in the screen where is checks for all the conditions before installing the plugin. even if I go back and click on "cancel" and reload the page, the same screen appears.

I also tried to delete the cache folder but with no success. How do i cancel the current upgrade.

That would suggest you need to upgrade your DB. I did it a while ago, not a problem, just simple installation and just worked. It's likely the best solution for these things is close your Moodle, delete the plugin manually, get Moodle started again, that should skip trying to load the plugin. Close your Moodle again, update MariaDB and then install the plugin.
Also, check your logs, see if anything is stopping further progress.
