It is necessary to complete the course, not to complete activity in course - plugin "reengagement" does not meet these requirements.
In my situation, completing the course (main course in EN) sometimes results from completing the other courses in a different language version, so it sometimes happens that the course is completed despite not completing the activity in the course itself.
