I organized all users in cohorts and assigned the cohorts to categories. The managers and teachers cannot access the courses from other managers and teachers but they can enroll all users of the entire system. Maybe it is possible to setup the role in a certain way. But we were thinking about using Moodle Workspace or multi tenency for this issue to make it easier to organize the users and teachers in an easy way.
