Difficulties sharing webcams in Moodlecloud

I am having difficulty displaying multiple webcams in BigBlueButton, accessed via my site in MoodleCloud. 

I am setting up a new course. I have found that when using BBB, webcams for all participants only display if I am a participant in the discussion (as the site administrator, having accessed the site via MoodleCloud instead of logging in directly). If I am not a participant the only webcam people can see is their own.
